GREEN LIGHT FOR THE ENVIRONMENTAL ACCEPTABILITY OF THE ADRIA LNG PROJECT

Croatian Ministry of Environmental Protection decided positively on the environmental acceptability of the project on the Island of Krk. This Decision is crucial for a successful realization of the project.

Today, the Ministry of Environmental Protection published the Decision that the project of construction of the liquefied natural gas terminal (LNG terminal) on the Island of Krk is acceptable for the environment.

In only a little more than a year the environmental impact assessment was finished for the Adria LNG project, a procedure in which all interested public participated actively. Adria LNG d.o.o. is the first investor in Croatia who in agreement with the Ministry published the integral text of the Environmental Impact Study on its web site.

The educational campaign implemented by the Investor was a crucial tool with which public scepticism and concerns were successfully managed. By introducing open and transparent communication the Investor improved the practice of public participation in the environmental impact assessment procedure in Croatia.

“The positive Decision on the Environmental Acceptability of the Adria LNG project is a significant milestone for the further implementation of the project. Thanks to all the support from the Croatian Government, the project has advanced significantly over the last year,” stated Michael Mertl, Managing Director of Adria LNG d.o.o.

Following the publication of the Decision, Adria LNG d.o.o. intends to submit an application for the location permit in the shortest time possible. The location permit is a crucial step for a successful development of the project.

The Croatian LNG terminal will be built on the Island of Krk. This site is considered to be one of the best ones in the Northern Adriatic. Its competitive advantage lies in the depth of the sea, the access to the gas network, the good location in relation to the main suppliers in the Middle East and North Africa and its position in the already existing industrial zone with acceptable environmental impact.

During the first phase, the yearly regasification capacity at the LNG terminal will be 10 billion cubic meters of natural gas. In the final stage the total capacity will reach 15 bcm per year. In addition to securing gas supply for Croatia, the terminal will also supply the neighbouring Italy, Slovenia, Austria and Hungary.

The value of the investment is estimated at 800 million Euros, and together with the construction of the pipelines, it will exceed one billion Euros.

The Croatian Government recognized the importance of this project by proclaiming it to be a project of interest for the Republic of Croatia. At the end of 2009, the Ministerial Council of the Energy Community included the project in the list of projects of regional importance.

The current shareholders of the Adria LNG consortium are E. ON Ruhrgas, OMV Gas & Power, Total and Geoplin and 25% of the participating interest is reserved for Croatian partners.

 


UPDATE ON ADRIA LNG STRUCTURE

Zagreb, October 20, 2009

The German company RWE, has decided to withdraw its participating interest of 16.69% in the Adria LNG project. It is not unusual that in projects of such magnitude, which sometimes take years to be successfully realized, one partner decides to leave the project. Following the procedure provided for when establishing the Company, this participation interest will be transferred to the other Adria LNG shareholders (E.ON Ruhrgas, OMV Gas & Power, Total and Geoplin).

RWE’s withdrawal will have no impact on the future development and realization of the project itself, which will continue to be carried out by Adria LNG d.o.o.

The Company started the permitting process required for obtaining the location permit at the beginning of this year. As well, Adria LNG submitted the Environmental Impact Study (EIS) to the Ministry of Environmental Protection, Physical Planning and Construction, and started an educational campaign in order to provide a basis for a good quality public hearing, which is expected to start at the end of October. Adria LNG expects to be granted the location permit during the first quarter of 2010.

The Adria LNG Project will play an important role in securing an alternative gas supply route for Central and South East Europe and as such was recognized by the Croatian Government as project of importance for the Republic of Croatia. For E.ON Ruhrgas, OMV Gas & Power, TOTAL and Geoplin, the LNG terminal on the Island of Krk in Croatia represents a project of high strategic relevance in Europe.

ADRIA LNG STARTED THE EDUCATIONAL CAMPAIGN FOR THE PROJECT OF CONSTRUCTION OF LNG TERMINAL ON THE ISLAND OF KRK

Following the public hearing held in February on the scope of the Environmental Impact Study for the Adria LNG terminal on the Island of Krk and the submission of the Study to the Ministry of Environmental Protection, Physical Planning and Construction in July, the next step is the public hearing within the Environmental Impact Assessment process.

In order to promote the practice of public participation in the Environmental impact Assessment process and make it possible to hold a good-quality public hearing, we at Adria LNG started the educational campaign on September 12. The Company aims to provide basic information on LNG, the elements of the project and its impact on the environment, and it will include informative texts in the local printed press and radio features, as well as an exhibition on the Adria LNG project in the gallery Lapidarij in Omišalj, from September 22 to October 2, 2009.

The main event of the campaign will be the public presentation of the Adria LNG project which will be held on October 2, 2009 at 19:00 in the hall of the elementary school in Omišalj. During the presentation, Dr. Michael Mertl, Managing Director of Adria LNG d.o.o. will, together with his team, answer all the questions pertaining to the project, its impact on the environment and the benefits for the local community and economy.

On that occasion, Dr. Michael Mertl, Managing Director of Adria LNG, stated: “We wish that the inhabitants of Omišalj and the Primorje-Gorski Kotar County learn as much as possible about the project. I invite all the interested parties to familiarize themselves in detail with the Adria LNG project and to actively participate in the public hearing on the Environmental Impact Study within the competence of the Ministry of Environmental Protection, Physical Planning and Construction, the start of which is expected in October."

THE PRESENTATION OF BUSINESS OPPORTUNITIES FOR CROATIAN COMPANIES DURING THE CONSTRUCTION OF ADRIA LNG TERMINAL IN OMIŠALJ GIVEN IN RIJEKA

Upon initiative of the Croatian Chamber of Economy in Rijeka, Primorje-Gorski Kotar County and the Regional Development Agency Porin, Adria LNG d.o.o. has presented the services that might be awarded to Croatian companies during the construction of Adria LNG terminal in Omišalj. During the construction phase of the LNG Terminal, Croatian companies could be involved in various economic activities, e.g. civil earthworks, civil – concrete, the construction of buildings, import platform and jetty. Croatian contractors could win 40% of the total project value of 800 million euro.

THE MEPPPC ISSUED THE INSTRUCTION ON THE SCOPE OF THE ENVIRONMENTAL IMPACT STUDY FOR THE ADRIA LNG TERMINAL IN OMIŠALJ

Today, the Ministry of Environmental Protection, Physical Planning and Construction published on its web site the Instruction on the Scope of the Environmental Impact Study for the Adria LNG liquefied natural gas terminal in the Municipality of Omišalj, on the Island of Krk (http://puo.mzopu.hr/).

Within the framework of the public hearing on the Scope of the Environmental Impact Study, the Ministry of Environmental Protection, Physical Planning and Construction held a meeting on February 19 in Omišalj which was attended by the representatives of the Municipality of Omišalj and the Primorje-Gorski Kotar County, the representatives of the Ministry of Culture, Ministry of Interior, Croatian Chamber of Economy, INA, HEP, Plinacro and Janaf, environmental associations “Zelena Istra” and “Eko Kvarner", the pastor of Omišalj, Antun Bozanić, media representatives as well as other representatives of the interested public.

This Instruction represents a basis for the preparation of the Environmental Impact Study. Upon the finalization of the Study, Adria LNG will initiate the process of Environmental Impact Assessment, which should be carried out within four months after Adria LNG files an application.

“Although the investors are not obliged to involve the public in the Scoping process, we used the legal possibility and invited all those interested in this project to participate in the public hearing. I am very satisfied with the response of the public, which added to the quality of the Study's content. This is an important step for the obtaining of the location permit, which should make it possible to have the LNG terminal operational in 2014, in accordance with the announcement of the Croatian Government", stated Dr. Michael Mertl, Managing Director of Adria LNG d.o.o.

INVITATION TO PUBLIC DISCUSSION

On January 14, 2009, the Ministry of Environment, Physical Planning and Construction published on its official website the request of Adria LNG d.o.o. for the scoping of the Environmental Impact Study for the liquefied natural gas terminal in the Municipality of Omišalj on the Island of Krk.

Over the next thirty days, the public, the interested public, the relevant authorities and the legal entities vested with public authority can voice their opinions on the scoping of the study on the following website of the Ministry of Environment, Physical Planning and Construction: http://puo.mzopu.hr/
